Uganda is taking bold steps towards shaping its future by integrating the voices of its youthful population into the nation’s strategic planning, aiming to unlock the immense potential of the next generation.
According to the preliminary results of the Uganda National Population and Housing Census 2024, an astounding 72.3% of the country’s population is aged 30 and below, representing over 33 million people out of the total 45 million. This significant youth demographic presents both immense opportunities and challenges for Uganda.
On one hand, this surge in young people offers the potential for a demographic dividend unlike anything the country has seen before, with a majority of the population either already in the workforce or preparing to enter it. On the other hand, if these young people remain underutilized and without access to employment or productive avenues, Uganda risks facing serious economic and social instability.
In a proactive effort to mitigate these risks, the National Planning Authority (NPA) held nationwide and sector-wide consultations to inform the upcoming National Development Plan IV (NDP IV). These consultations were supported by key partners such as Restless Development Uganda, GIZ Uganda, and the Civil Society in Uganda Support Programme (CUSP), all of whom have worked extensively with youth and civil society organizations across the country.

The consultations gathered young leaders from a wide range of youth-led civil society organizations and other stakeholders. The goal was to engage these young voices in discussions that would shape Uganda’s future development. Key issues affecting the youth—such as unemployment, poverty, and education—were addressed, with a focus on how these challenges impact personal and national development.
The discussions were dynamic, with groups tackling innovative ideas and solutions aimed at leveraging Uganda’s youth bulge. New perspectives and forward-thinking approaches were spotlighted, offering hope for more inclusive and sustainable national planning.
Following these consultations, a validation meeting was held with the National Planning Authority, where presentations were made to ensure that youth voices are incorporated into the final stages of the NDP IV. The challenge now lies with the planning authority to continue advocating for the youth, ensuring their involvement and empowerment as Uganda seeks to unlock the vast potential of its young population.
