UK - Advocacy Evaluation Consultancy

Fee: The maximum budget available for the consultancy is £2,625.
Location: The consultant will need to travel to London for meetings with the Programme team

The Voices for Development programme is delivered in partnership by Restless Development and VSO and is funded by the Bill & Melinda Gates Foundation. The programme aims to challenge misconceptions on aid and development in the UK, and engage a large number of returned volunteers to take action against poverty. It began in January 2013 and is due to complete in March 2015.

Both agencies have been working to achieve the programme’s aims by providing training and support to overseas volunteers, enabling them to: capture and share stories from their placement in order to change perceptions of development; and to advocate for development and policy change.

We are seeking an external consultant to conduct a final external evaluation of the advocacy element of the programme. This piece of work will seek to understand:

  • The extent to which volunteer actions have contributed towards the achievement of advocacy outcomes
  • How significant the role of overseas volunteering can be in the effectiveness of any advocacy actions.

We are particularly interested in hearing from applicants with experience of conducting evaluations for campaigning and advocacy work, and in applying contribution analysis as an evaluation approach.
